Peter R. Hartley (Ph.D.)
Rice University (Houston, USA)

Peter R. Hartley (Ph.D.) is the George A. Peterkin Professor of Economics at Rice University (Houston, USA) and a research fellow in energy economics at the Baker Institute for Public Policy’s Center for Energy Studies. With over three decades of experience, he is regarded as an international authority in the field of energy economics.
Dr. Hartley holds a Ph.D. in Economics from the University of Chicago, where he completed his dissertation under the supervision of Nobel Laureate Robert E. Lucas. Prior to joining Rice in 1986, he served as a faculty member at Princeton University. He has also held visiting professorships at distinguished Australian universities including Monash, Melbourne, and the University of Western Australia, where he occupied the honorary BHP Billiton Chair in Energy and Resources Studies.
His research focuses on electricity economics and energy markets, encompassing natural gas, oil, coal, nuclear power, and renewable energy. Throughout his career, he has successfully combined academic scholarship with consulting and advisory work for public and private institutions. In his native Australia, he played an active role in the privatization and reform processes of Victoria’s electricity sector, providing economic analysis that shaped market deregulation.
His research and dissemination efforts have earned him numerous accolades, including the Adelman-Frankel Award (2023), the highest honor bestowed by the United States Association for Energy Economics (USAEE), which recognizes outstanding and innovative career contributions to the field. He has published in the most prestigious economics journals, including the Journal of Political Economy and International Economic Review, among others, and has received best paper awards from The Energy Journal and Economic Record. He has also served twice as President of the International Association for Energy Economics (IAEE).
Currently, Professor Hartley continues to combine teaching with research and participation in international energy forums, bringing a rigorous and multidisciplinary approach to global energy challenges.

Monica Giulietti
Nottingham University Business School (UK)

Monica Giulietti (Ph.D.) is Professor of Industrial Economics at Nottingham University Business School (United Kingdom) and a distinguished specialist in energy economics and market regulation. With over three decades of academic experience, she is recognized as an international authority in the analysis of competition, consumer behavior, and energy transition policies.
Dr. Giulietti holds a Ph.D. in Economics from the University of Warwick and developed her career at prestigious institutions including Warwick, Aston, Exeter, and Loughborough before joining Nottingham. She has also served as a research associate at the Energy Policy Research Group at the University of Cambridge and the Centre for Competition Policy at the University of East Anglia, while actively collaborating with the Centre on Regulation in Europe (CERRE) on studies concerning the regulation and liberalization of European energy markets.
Her research focuses on the economics of electricity and gas markets, addressing topics such as competition and regulation, demand response to price variation, fuel poverty, and the distributional implications of the transition toward sustainable systems. Throughout her career, she has combined academic work with participation in consulting projects for public agencies, regulatory bodies, and international organizations.
She has published in high-impact journals including The Economic Journal, Journal of Industrial Economics, Energy Journal, Energy Economics, and Oxford Economic Papers, among others. Her work has been funded by institutions such as the ESRC, EPSRC, and the UK Energy Research Centre, and is distinguished by its integration of theoretical rigor with a clear focus on practical application in the regulatory sphere.
Currently, Professor Giulietti continues to combine teaching with research and participation in international energy forums, bringing an analytical and multidisciplinary perspective to the challenges associated with decarbonization and energy transition.
